the wind is a problem for commuters. but we start with lawrence. good morning to you. you told us to get ready for it, and the worse is coming onshore. >> it's coming onshore and intensifying over the next few hours so yeah, the commute will be rough if you are going out. be very, very careful. already starting to see heavier rain in parts of the north bay. showers continuing all the way down into the bay now and we are beginning to see more showers. so far that's for the most part -- we have one cell moving over oakland that could bring some moderate amounts of rainfall so that's what we are going to see as we watch through the morning. this is going to be intensifying. winds will be gusting, as well. urban and small stream flood advisory going up. ponding on the roads. we'll see a rapid rise. ends with gusting 45 miles per hour especially at the coast and over coastal hills. expect downed power lines and trees. pretty intense storm system off the coast. it is really bearing down on

the bay area right now. it will bring with it heavier rainfall until this afternoon when it turns to showers. 50s, sunny breaks, and possibility of thunderstorms. when will the rain end? we'll talk about that coming up. right now let's talk to gianna about traffic. >> we are starts to see slick surfaces out there this morning. we have first reports of a serious accident just reported northbound 13 ramp eastbound 24. chp is heading to the scene. injuries reported on this wreck. no word if any lanes are blocked but again we'll keep you updated on that. off the eastshore freeway towards the bay bridge, things moving well. starting to see a backup in the cash lanes. no metering lights still. but again, very windy conditions. be very careful as your work your way across the span. that's live look at the upper deck. look at the camera shaking around. use caution. not so many delays, traffic still light through the area. coming out of marin county, we are seeing some major slick

surfaces here some wet weather for sure heading through mill valley. here's a live look right now, looks like sluggish on the southbound side. all right. that's traffic. back to you guys. >> thank you. it's not just the rain but the winds a problem this morning. >> you saw the cameras out there. it's especially strong for drivers heading over the bridges. gusts nearly 50 miles an hour there. anne makovec continues our team coverage. she is at the bay bridge and hanging on for dear life. she joins us now. good morning, anne. >> reporter: now i'm getting wet, you guys. the rain just started about 30 seconds ago. this is the official beginning of the storm here in the east bay. i'm along highway 80 and it has been really windy. in fact, i was sitting in our truck earlier and this very tall truck, and i just started to feel it swaying back and forth. we're talking about wind gusts from 25 to 35 miles per hour gusting to 45 miles per hour between now and 2 p.m. you can see this flooding sign behind me. that's really not a concern yet

this morning. you can see the lanes there pretty clear. there is one big pool but it's pretty shallow. again, as the rain continues to fall, though, this morning, that is going to gather. and when you combine that with the winds, that's when we are concerned about things like trees falling down, power lines falling down. so we are expecting some power outages today and, of course, we are going to have our eye on it all morning her live on cbs 5 and on our website, cbssf.com. elizabeth wenger is in san leandro, checking on the conditions there. your highway just re-opened? >> reporter: yeah. anne, it's very difficult for me to hear. we're along the nimitz freeway southbound 880 just past the davis street exit. the caltrans crews were out here fixing a clogged drain. the road was very flooded. right now, just about five minutes ago, they have all lanes re-opened. so right now traffic is actually flowing fine. they did cancel that traffic alert. let's go to some video we took

a little while ago while caltrans crews were still out here working to fix the drain. again, earlier overnight, about 6" of water was in the road, there were several spinouts overnight, no injuries. but at one point this was pretty dangerous. at one point it was pretty dangerous out here so again, all lanes re-opened ahead of schedule, which is the good news, but as lawrence has been telling us, this is the wettest and windiest day, if you can believe it, of the morning commute. i think commuters are a little wind- and rain-weary by this point. so again, if we got any tips, leave early, slow down, keep distance between you and the car in front of you. when it floods, it gathers on the side lanes. so stick to the middle lanes if you can and obviously don't use cruise control. it may seem obvious. just some advice as you head out to work or school or wherever you are heading off to this morning. sydnie, i'll toss it back to

you. >> keep your hat and umbrella handy, elizabeth, because that rain is heading your way. we'll check back in with you in about 30 minutes. elizabeth wenger in san leandro, thank you. all this rain causing more problems in the santa cruz mountains where there's been a second mud slide there, this one in felton. conference drive will be closed for at least another day. meantime the stormy weather is holding up efforts to clear that big landslide that happened in scotts valley. geologists are trying to survey the fallen hillside in scotts valley to assess its stability. but the ground is just too wet right now and more rain is coming. hillside of course came down on monday, all but cutting off 33 homes. neighbors have to use a muddy path now just to get around that big mess. >> we're dealing. we are getting routes in and out. i have now managed through this road, got a car on the other side. sow now we have a car on each side. >> deputies say if the weather clears, they may be able to do

an aerial survey. probably not today. clean-up begins today near sacramento, where a tornado was reported, damaged several homes yesterday in the williams area, ripping often dozens of roof tiles there. police are not sure about the cost of all that damage but nobody was hurt. so just to recap here, here's what to expect today. >> right now there is a wind advisory in effect for the entire bay area. and starting in about an hour, there's also a flood advisory for all of the bay area. then starting at 5:00 tonight, there will be a high surf advisory from marin all the way down south to big sur. >> if you are about to head to work, you can see live doppler radar, our hi-def, from your desktop, weather and traffic, all you have to do, go to our website, cbssf.com. probably a good idea because although that big green monster cloud that's enveloping the entire state right now, it's messy everywhere. >> yeah. >> to say the at least.

plenty of green onshore, heavier amounts of rainfall moving in with the cold front. we'll have details on the forecast coming up. >> thank you, lawrence. barry bonds' former personal assistant will be back on the stand today in day 4 of the slugger's perjury trial. steve hoskins testifying yesterday that back in 2003, he secretly recorded a conversation with bonds's personal trainer greg anderson about bonds injecting drugs. the recording is hard to understand. here it is. ns and it was gross." hoskins says he made the tape to show barry bonds' father that his

son was using steroids. >> hoskins says he made the tape to show barry bonds' father that he wasn't using steroids. there is fallout from last year's deadly pipeline explosion in san bruno. the public utilities commission will consider a million-dollar a day fine against pg&e. back in january, the commission ordered pg&e to provide records proving its gas lines are safe. but pg&e says it needs more time possibly the rest of the year. it is 6:11. in japan three workers were hurt while trying to prevent a nuclear meltdown. their feet apparently touched radioactive elements at that crippled power plant. they are now hospitalized with beta ray burns. this morning authorities say they tested at radiation levels well below the maximum allowed

for workers. employees were helping to restore cooling systems to overheated reactors. and new air strikes in libya today from the u.s.- european coalition. this is from the city of tajura home to a libyan military base that's a little east of tripoli. it's day 6 of the coalition's attempt to protect government opponents and other civilians from forces that are loyal to libyan leader moammar qaddafi. in addition, french air strikes hit a libyan air base today but a french military spokesman would not disclose the exact location. 6:12. a major scare at one of the country's biggest airports. what cautioned so much confusion for two pilots trying to land. >> and who said trips to the dmv had to be painful? well, sometimes they are. but now they can be fast and convenient. tell you about that coming up. and we are getting first reports of an accident on the san mateo bridge westbound at the toll plaza. details on that coming right up. ,,,,,,,,,,,,,,,,,,,,

this morning: a san jo welcome back, folks. 6:15 on a thursday. here's a look at our top stories. san jose football coach is suspected of sexually assaulting a member of his

team. police arrested michael hagan last week. the 28-year-old coached the oak grove youth football league. he is held on $300,000 bail. a man who admitted killing journalist chauncey bailey in oakland is expected to start testifying today in the trial two of other suspects in the case. devaughndre broussard is expected to tell the jury that yusef bey iv ordered the killing because bailey was investigating "your black muslim bakery" and that co- defendant antoine mackey drove the getaway car. the state public utilities commission will have a public hearing today on so-called smartmeters. critics have expressed concern about the high-tech devices meant to measure pg&e customers' power use. regulators may consider letting customers opt out of having the new meters installed. all right, folks. if you are just getting up, we have another big storm coming our way and it's already moving onshore as we speak. the wall of green continues and now we're seeing more yellows and oranges as heavier amounts of rainfall beginning to show up around the bay area.

this storm system is going to be intensifying over the next couple of hours. but that rain heaviest right now in the north bay, you can see this line of showers continuing in through sonoma headed toward napa some heavier amounts of rainfall here also headed toward vallejo but this whole line is going to intensify all around the bay area. so there is a possibility of some flooding especially on the roads. be very, very careful today. some ponding out there, also going to have to watch out for small streams and creeks, the possibility of some rapid rises due to the heavy rainfall coming down this morning. and a wind advisory is around as we are expecting some gusting wind as high as 45 miles per hour especially out at the coastline and the mountains and that could very well bring down some power lines and some trees. if you are heading out the door, we have cloudy conditions and the rain this afternoon. probably going to taper off to showers with the possibility of some of isolated thunderstorms so it could be a very interesting afternoon with some windy conditions to go along with that. an impressive storm system is coming in. the ground is saturated and that's why we're worried about

the possibility of flooding for today. looks like the bulk of this storm still yet to come. it is going to be moving onshore about the middle of the morning here and then as we head toward the afternoon, that will slide eastward, behind that you have a cold, unstable air and the possibility of thunderstorms. so we are in for a wild day weather-wise. a chance of scattered showers tomorrow. another storm system on saturday not quite as strong. showers continuing possibly into sunday. then after that we are going to finally dry out, maybe some spring sunshine as we head toward the middle of next week. all right. let's check on traffic with gianna. >> thank you, lawrence. we are going to start with a live look at the san mateo bridge. we are dealing with windy conditions. also, we have reports of an accident westbound san mateo bridge right at the toll plaza. a vehicle hit the fastrak tollbooth to the far left. but i just heard from our radio partners kcbs that they cleared that out of way. that tollbooth on the far left as you approach the toll gates are shut down but a minor wait

so not much of a factor but what could be are these windy conditions so give yourself some extra time. jumping to the maps we have a couple of other trouble spots. injury accident eastbound 24 near highway 13. looks like a vehicle rolled over. it did land on its wheels but it is blocking lanes in this area so traffic starting to see -- looks like we are seeing some yellow here on our sensors, slow conditions approaching that eastbound side of 24. if you are coming off the eastshore freeway approach to the bay bridge not too bad. we are actually seeing okay conditions on 80 right now but as you get to the bay bridge, you can see traffic is starting to build through that area near the toll plaza. of course, we are dealing with windy conditions and again extra volume now. check our camera here shaking around this morning. we are seeing lots of cars now working across the upper deck into san francisco. so use caution across the span. that wind advisory in effect for the entire bay area. now, here's a larger look at the toll plaza where we can see traffic is starting to stack up there in the pay lanes. fastrak lanes okay no metering lights right now 19 minutes from the carquinez bridge to

the maze. now we are seeing some pretty slick surfaces right now in marin county. if you are taking 101 this morning, give yourself some extra time. so far, so good as speeds go but as you approach the golden gate bridge, things get sluggish through there. that's a look at your morning drive. back to you. >> thank you. gay marriage will remain on hold here in california. a federal appeals court has refused a request to allow gay marriage to resume while it considers the constitutionality of proposition 8. the city of san francisco and gay rights activists made that request last month. it came after the judges suspended a lower court ruling that declared the gay marriage ban is unconstitutional. imagine trying to land a plane and not being able to reach the sleeping air traffic controller. two planes landed at reagan national airport outside washington, d.c. yesterday without any assistance from the tower. an aviation official says the only air traffic controller on

duty had fallen asleep. the incoming flights contacted a regional controller 40 miles away. >> just so you're aware, just had one aircraft going to dca. the tower is apparently unmanned. called on the phones and nobody is answering. so that aircraft went in to an uncontrolled airport. >> transportation secretary ray lahood has now ordered a national review of air traffic control staffing because of that incident. and in now on, there -- and from now on there will be two air traffic controllers on duty at night at reagan airport. >> sounds like someone might be looking for a job there. 6:21. opening day a week away. a week from tonight, the star giants player who could start the season on t dl. >> it happens to all of you was. video of mr. obama being locked out of the white house. ,,,,,,,,,,,,,,,,,,,,

setback forch is giants outfielder and world series hero cody ross. he will have an mri today. he injured his right calf while making a catch yesterday here against the angels. ross limped off the field, left the stadium on a golf cart. that's not good. the giants begin the regular season on the road against the l.a. dodgers. i'm ready for a little baseball. richmond police are honoring a good samaritan. >> he found a bagful of cash on the street and then turned it in. the police won't tell us the exact amount, only that it was well over $100. they also don't think this cash is linked to a crime. >> the this area is not known for street level drug dealing and organized and violent crime. that very easily could be somebody who has a professional responsibility to bring money to the bank and just lost it while driving somewhere. >> if police can't find the person who lost the bag, it's

kohara. i'm frank mallicoat. time is 6-- yet another morning of rain... but thanks for joining us. it's thursday, march 24. i'm sydnie kohara. >> i'm frank mallicoat. time is 6:30. another morning of rain and a bunch of it. we have you covered. elizabeth wenger is covering some of the floods in san leandro. anne makovec live and holding on on the bay bridge but we are going to kick it off with lawrence karnow. that big green blob behind you. take it away. >> it's been interesting onshore today. started out well off the coast but now it's really making its way inland. heavier amounts of rain showing up in parts of the north bay and along in through san rafael. but we are taking you in for a

closer look over the bay right now. this is just the beginning of the storm system intensifying throughout the morning hours. rain heavy at times and we'll see some strong gusty winds. urban and small stream flood advisory up for the bay area watching for ponding on the roads. and also going to have to watch the creeks and the streams. we are expecting those to rise rapidly this morning. wind advisories gusts to 45 miles per hour. expecting some downed power lines and power outages and some trees coming down, too. don't forget about the possibility of some mud slides. this storm putting itselfing to supported by a strong jet stream moving onshore today. bringing lots of rain, temperatures by this afternoon we are looking at showers then with the possibility of some isolated thunderstorms. those numbers will be in the 50s. bird's-eye view of the storm system. anne makovec is out on the bay bridge to check it out. anne. >> reporter: thanks for all the scientific information. but what it means to you out there is a bad hair day and very uncomfortable conditions if you are going to be outside. it is windy. the rain started falling about

45 minutes ago. very light at this point but it is expected to pick up as are these winds. there is a wind advisory in effect right now until 2 p.m. so around 25 to 35 miles per hour but gusts up to 45 miles per hour. you can see this flooded sign behind me here. i'm on the bay bridge. this is the westbound side. no flooding to speak of though. the lanes are really clear out there. traffic is moving despite the conditions. the real concern at this point is going to be the winds. this wind is just the beginning. it's supposed to pick up throughout the morning so hang on to your hats and don't bother to spend too much time on your hair today. it's not going to pay off. elizabeth wenger right now live in san leandro with the latest over there. how are you holding up, elizabeth? >> reporter: well, you know, anne, the winds are definitely beginning to kick up here, as

well. you mentioned it. bad hair days all around. sorry, folks. the wind gusts are kicking up but so far no rain. we have been monitoring the chp reports to check your morning commute and so far we have been seeing a lot of people going too fast in those off-ramps so that's where we are seeing a lot of spinouts. so take it extra careful this morning. let's go to video we took a little while ago along the nimitz freeway, 880 through san leandro. everything is back re-opened along the nimitz freeway several lanes were blocked. chp said there were six inches of water in the road. numerous spinouts but no serious injuries. if you spot water on the road like this don't cross it. a lot of times floodwaters can be deeper than they actually appear. you can get stuck or even hydroplane. a few other tips.

slow down, typically use those middle lanes. it's the side lanes that start to flood. also, give yourself some extra time so head out the door now if you do have to get somewhere this morning. again, mother nature timed this out just so that this is supposed to be the wettest day of the morning commute so far and it is supposed to be mostly here for the morning commute really picking up around 7:00 this morning. so mass transit always a good option, as well. with more on hour it's impacting your morning commute now, let's go to gianna franco. have you been busy? >> yeah, it's been much busier due to the slick surfaces and as you said mass transit a good choice. bart, ace, muni and caltrain all on time. commuting into oakland this morning we have a big accident eastbound 24 near highway 13. two right lanes remain shut down while they clear this overturned vehicle. it did land on its wheels. but if you look at our sensors here, we are seeing some yellow on the maps so traffic is getting slow as you approach the scene but past there it's moving along westbound delays due to spectator slowing into

aerial survey soon. for complete storm coverage and interactive hi-def doppler for your neighborhood and all around the bay area, you can log on to our website, cbssf.com. and then just click on the weather tab. in other news, state regulators today will consider issuing millions of dollars in fines to pg&e for failing to provide safety documents in a timely fashion. it is the latest fallout from last year's deadly pipeline explosion in san bruno. the public utilities commission will for charging the san francisco-based utility a million dollars per day. it was back on january 3 that the cpuc ordered pg&e to provide records to prove that its gas lines have been set at safe levels of pressure. and cash-strapped san jose is making progress in getting concessions from its city workers. kcbs radio's matt bigler joins us now live from downtown san jose where the city reached an agreement with three more unions. a little drier today, matt. how are you? good morning. >> reporter: good morning. yeah, on the heels of the

agreement with firefighters approved by the city council this week, three more city employee unions are stepping forward to basically take their medicine. they have agreed to 10% cuts in pay and benefits over the next two years. these unions represent supervisors, middle managers, engineers and architects. mayor chuck reed called this news conference yesterday with the leaders of those unions basically praising them for making tough decisions both for their members and the people of san jose. >> i don't think there's anybody who likes to take a pay cut and give up some benefits. that's not pleasant. it's not something anybody wants to do. but we have to do it. and i want to thank them for their leadership. >> reporter: the agreement still has to be ratified by the union members and approved by the city council. that should happen next month. the leaders of the unions that came to the news conference with the mayor, they basically all said the same thing. they agreed to these paycuts for two reasons. one, of course, they want to try and save jobs. and two, they want to maintain

here's the snow tall. this is evidence of what the snow plowing is doing. you have to chain up at dutch flats without four-wheel drive. conditions up here will be getting worse as we are expecting the wind to be blowing a little stronger upwards of 40 to 50 miles per hour as we get to later on this afternoon, with that winter storm warning in effect. watch out for white-out conditions if you must drive up this way. my suggestion would be, hey, take a break. wait a few days because eventually, this will all be going away. that winter storm warning is effect through friday afternoon. we'll send it back to you. >> i'm not sure it's going away. i think they will be skiing in the 4th of july up there! they have hundreds of inches of snow up there don't they? >> reporter: yeah. we're talking about over -- just in the last week over 5.5 feet of snow. >> wow. >> and expecting 2 to 4 feet more today. >> those are nice fluffy flakes. i can't believe -- the storm is

heading your way. so you'll get even more. natasha, how long do you have to stay up there this morning? >> reporter: i think we'll be up here until about 10:00 and try to get out of where we parked. but by then, we may be stuck. who knows. >> i hope you brought some lunch and a few other things. you'll be up there a while. >> and a shovel. >> all right, natasha stenbock covering snow in the sierra for us. well, let's kick it over to lawrence now because i think we may be skiing until the 4th of july. what do you think? >> i think that's a very good chance. from this storm alone we could be looking at as much as 4 feet of snow across the higher peaks up to here on natasha's neck. we are looking at rainfall around the bay area right now, folks, and it's getting heavy already in parts of the north bay as this cold front just moving onshore now. and it is going to bring with it that heavy rainfall and some gusty winds. but look at that moderate to heavy rainfall through sonoma and into the napa valley right now down through san rafael and mill valley. this is what we are going to see all around the bay area this morning. it looks like the brunt of the

system will come through this morning. so we have an urban and small stream flood advisory showing up at the bay area today. watch out for major puddling on the roads. dangerous out there. watch out for the small stream and creeks, any of those near your home. we could see rapid rising and possible flooding. wind advisories in effect, expecting gusts to 45 miles per hour. that could very well bring down some trees and power lines. if you are heading out the door, plan on cloudy conditions. rain and windy. this afternoon more widely scattered showers with the possibility of some thunderstorms and could be in for some very interesting weather this afternoon as this cold front bares down on the bay area. and look at the brunt of it heading in our direction. the brunt still off the coastline, though and as we head in toward the middle of the morning about 9:00 or so the main front passes the bay area. that's when we see the heaviest rainfall. after that more scattered showers by the afternoon. but the rain continues and temperatures going to stay fairly cool. plan on 50s for highs today and

we're not done just yet. we have more rain on the way, showers for tomorrow. another storm on saturday. showers on sunday. and then it looks like finally a break as we look toward the beginning of next week. let's check traffic with gianna. >> all this wet weather making for a messy commute out there on the roads. we are dealing with this accident eastbound 24 near highway 13 where the right lane remains blocked for an overturned vehicle. now the good news is it did land on its wheels. they are trying to push this out of the road but we are seeing some delays here again with that lane blocked emergency crews on scene. traffic is a little slow and go approaching the area. so if you are coming westbound 24 also we are going to see some spectator slowing, as well. if you are heading towards the bay bridge, we are seeing delays also coming off the eastshore freeway. bay bridge itself metering lights are on, traffic really starting to back up through there. we are seeing it beyond the 880 overpass at this point maybe the west grand already. about 23 minutes to come from the carquinez bridge to the maze. of course, all these windy conditions as well, wind

advisory across the bay area, so look at this camera shaking around our dancin camera. traffic heading into san francisco across the upper deck of the bay bridge. use caution especially in high- profile vehicles this morning. into the south bay we have an accident northbound 17 that ramp to northbound 280, the right lane is blocked. this is the second accident in the area of the morning. so might be a little bit tough there when you make that turn to connect onto to 280. so heads up. 280 itself not too bad -- actually, i take that back. just a minute ago it was moving okay but due to the wet weather, it's starting to get busy through downtown san jose. typically we don't city those kinds of delays until after 7:00 -- typically, we didn't see those kinds of delays until after 7:00. remember kcbs, our radio partners, at 740-am and 106.9- fm. back to you. >> thank you. toyota has issued a warning for all its workers. the company said brace for plant shutdowns across the u.s. inventories are running out of

japanese-made parts due to the earthquake and tsunami. gm is the only other company to announce shutdowns, as well. another drop in the number of americans lining up for unemployment benefits. here's jason brooks with kcbs and cbsmoneywatch.com. >> reporter: good morning. another good sign when it comes to the job market. we saw first time weekly claims drop for the further time in five weeks down 5,000 to 382,000. the four-week average edged a little lower to 385,000. these levels indicate that we are seeing an increase in hiring in the economy. that four-week average the lowest it's been since july o 2008. a recent survey in the bay area found 31% of the employers in the bay area said they will be adding workers this year the strongest percentage since july of 2007. and this is where oil prices do play a factor. we have seen a number of

surveys recently because of higher gas prices, people are going to cut back spending. that could cause concern for businesses out there wondering if they may have to cut back in their expansion plans if consumers are not spending. yet another auto part issue to talk about besides what toyota is going through. hitachi makes 60% of the world's air flow sensors a key component for car engines. and gm and peugeot citron say that they will likely be facing some plant shutdowns or at least some production shortages because of that shortage of that key component. the stock market right now is gaining off those job numbers. the dow is up by 46 points. the nasdaq is gaining 11. s&p higher by three. adobe after dropping about 4% yesterday because it's going to lose about $50 million in revenue because of issues in japan, its shares rebounding this morning up about 1.5%, frank and sydnie. >> all right, looks like a good way to start the trading day.

leandro back open right now. earlier today, there was some flooding on the road which prompted chp to close two southbound lanes between davis street and marina boulevard. that shutdown started around 3:15 a.m. but chp re-opened all lanes about an hour ago. >> our weatherman is all geeked up over this storm. he is excited. >> hey, lawrence called it yesterday. >> is it that easy to tell, guys?
